Training
To undertake Traffic Management roles on NZ roads, you are required to hold a current and relevant NZTA warrant card. To achieve these cards you must attend training courses that are delivered by NZTA Approved Training Providers.
We are pleased to have some of the best NZTA Approved, qualified and experienced Trainers available to deliver all aspects of your Traffic Management training.
NOTE: To be awarded cards under the Traffic HQ system, you must also hold current NZTA certification in Basic Traffic Controller Level 1 or Site Traffic Management Supervisor Level 1, or 2/3 Non-practicing.
Courses
Basic Traffic Controller Level 1 Training (1 day)
This is the NZ Transport Agency (NZTA) Level 1 Basic Traffic Controller (TC), which covers the standards and operating procedures required by the Code of Practice for Temporary Traffic Management (CoPTTM).
Course Content:
This one day course promotes safe working practices, standards and operating procedures at roadwork sites and is required to be held by anyone who carries out work or activities that affect the normal operating conditions of the road reserve (i.e. road, footpath, berm). During the training you will be provided with relevant training material that you can keep for future reference.
Following successful completion of this workshop, you will obtain your Level 1 Basic TC qualification valid for 3 years from the date of the course. (Please note that it can take a few weeks before your ID Card to be produced and dispatched).
During the course you must complete all theory tests and achieve at least 60% in all assessments in order to pass the course.
This qualification allows the holder to:
- Assist an STMS in setting up, monitoring and removing roadwork sites in accordance with approved Traffic Management Plans.
- Develop a consistent approach to traffic control.
- Understand the requirements for signage & equipment selection and placement.
This course is the pre-requisite for people wanting further training to Level 1 Site Traffic Management Supervisor (STMS) standard of the Code of Practice for Temporary Traffic Management.
Site Traffic Management Supervisor (STMS) Training (2 days)
This is the NZ Transport Agency (NZTA) Level 1 Site Traffic Management Supervisor (STMS), which covers the standards and operating procedures required by the Code of Practice for Temporary Traffic Management (CoPTTM)
IMPORTANT NOTE: Before undertaking STMS training you must have completed the Basic Traffic Control Level 1 training. You need to have completed this training at least 1 month before you can undertake the STMS Level 1 training.
The STMS course will teach you how to prepare and submit Traffic Management Plans, the rules and regulations, how to set up sites and which signs you will need to use in various situations.
The STMS qualification for Level 1 roads is designed for individuals who have responsibility for site traffic management or preparation of traffic management plans, receiving and checking traffic management plans or audit of traffic management. The content of this course includes:
- Your responsibilities as an STMS
- The principles of roadworks layouts
- Sign and delineation device spacing
- Safe practices at work sites
- Lane closures – when they are necessary
- Appropriate forms of delineation
- Static and mobile operations
- Use of specialist equipment
- The content of a traffic management plan (TMP)
- The TMP reporting system and the responsibilities of the parties involved
- Preparation of the TMP from planning the physical works through to the start of work
- Generic TMPs
- The NZTA safety audit system and its use for self-audit.

Site Traffic Management Supervisor (STMS) Level 2/3 Non-Practising (2 days)
This is the updated NZ Transport Agency (NZTA) Level 2/3 Site Traffic Management Supervisor Non-Practising course which covers the revised standards and operating procedures required by the current Code of Practice for Temporary Traffic Management (CoPTTM). There must be appropriately trained and qualified staff available to carry out temporary traffic management duties in compliance with CoPTTM on all work sites.
IMPORTANT NOTE: Before undertaking this training you must have completed the STMS Level 1 training.
Course Content:
During this course you will be trained in the following:
- Safe operating procedures for Level 2/3 roads
- Production of Traffic Management Plans (TMP’s)
- Using the correct NZTA audit process to carry out audits of work sites to ensure compliance
- Analysing Traffic Management Plans for various roading situations
- Selection and placement of correct signage for Level 2/3 roads
- Planning and setting up traffic management for work sites on Level 2/3 roads
